Canada - Copyright Enhanced Filing Online
As
part of CIPO service improvements, the Copyright Office has announced
and upgrade to their on-line filing system.
"It is now faster, easier and cheaper to file
on-line. Clients used to save $15 by filing on-line. Now, using this
efficient on-line process, you no longer pay the accelerated service
fee of $65. This means a potential saving of $80!"

- New PCT Contracting States -
Nigeria and Comoros
On 3 April 2005, Comoros will
become a member of WIPO'S Patent Cooperation Treaty (PCT) and
nationals and residents of Comoros will be entitled to file
international patent applications under the PCT. The country code for
Comoros will be KM.
On 8 May 2005, Nigeria will also become a member — Nigeria will become
the 126th contracting state of the PCT. As of that date, nationals and
residents of Nigeria will be able to file PCT applications. The
country code for Nigeria will be NG.

Questel•Orbit Releases FamPat "The Invention at the Heart of the
Family"
On 1 February 2005, Questel•Orbit
announced the release of FamPat, its new international patent family
database. FamPat is based on PlusPat, Questel•Orbit’s well-known
international patent database.
“FamPat represents a breakthrough in patent
family databases,” states Charles Besson, Questel•Orbit’s CEO, “by
offering greater searching options as well as the added display
convenience of family records.” The FamPat patent family design groups
together the patent records from the countries and patent issuing
authorities in which protection for one particular invention has been
applied for and/or granted. FamPat upholds the family spirit by
considering the invention as the sole criterion.

Canada - IP Toolkit Launched
The Canadian Intellectual Property
Office has recently launched an on-line "IP
Toolkit" as part of the CIPO's public awareness and educational
activities.

"It is intended as a stand-alone resource on IP
and has been created with its own navigation and colours as a sub site
of the CIPO main site. It contains reference modules that answer
questions asked most often by entrepreneurs....We hope this new
toolkit will become a valued resource for our clients, businesses and
partner organizations. The modules show how to identify, protect and
use IP assets more effectively and as part of a business strategy".

I will be taking some leave for the
next couple of weeks, return to Australia on the 14th of February
2005. I will be spending 2 weeks in Taipei, Taiwan, reading books and
relaxing. There will be no new "News" items added during that time,

New Zealand - Online Trade Marks Correspondence
The Intellectual Property
Office of New Zealand (IPONZ) has just released a new method of
correspondence in relation to Trade Mark matters. This is great
advance and we look forward to the implementation in relation to
patents and designs.
Registered users of the IPONZ website are now
able to send non-fee bearing trade mark correspondence to IPONZ
electronically. This new functionality is available on line now. Once
online, registered users can use this new online correspondence
facility by inputting the following information in the fields
provided:
Email Address (Provided by system)
Reference
IP Number
Nature of correspondence (Drop Down Box)
and attaching your correspondence through the browser feature
provided.
Correspondence is delivered direct to IPONZ and within 30 minutes an
acknowledgement of receipt will be returned. Up to 10 letters at a
time can be lodged for the same IP(s), with correspondence being
forwarded automatically to IPONZ staff for early consideration.
IPONZ are also presently developing software that will allow
Registered Users to submit patent and design correspondence online
including the ability to include payments. This functionality is
planned to be available during April.

Office of New Zealand (IPONZ) will be closed on Monday 24 January 2005
for Wellington Anniversary Day. Documents filed at Companies Office
branches outside of Wellington on Monday 24 January 2005 will receive
the a filing date of Tuesday 25 January 2005. Trade mark applications
that are made online on 24 January 2005 will receive a filing date of
25 January 2005 respectively.

an open PatBase demonstration of the new full-text search & viewing
capabilities which will occur on 28 January 2005 at the British
Medical Association (BMA) in London from 2.30pm-4.00pm. If you are

Dialog Adds Univentio's German Patent Information
Dialog has just
announced that it has added a database of German fulltext patents,
with integrated English-language machine translations, to its Dialog®
service.
The new file (324) contains about 3.1 million
German patent records starting in 1967. It is published by Univentio,
a Dutch-based aggregator of patent data from around the world.
Univentio also supplies Dialog with WIPO/PCT Patents Fulltext (File
349) (World Intellectual Property Organization/Patent Cooperation
Treaty).
Patent records from 1980 forward, which total about 1.8 million and
include all German patent applications, granted patents and utility
models for the time period, are in fulltext German with English
translations of the abstracts, specifications and claims. The
availability of translated text enables non-German speaking
researchers to use English-language keywords to search the Univentio
file. It also allows users to generate a quick overview of retrieved
records prior to a more thorough translation being completed by
experts. Pre-1980 patents contain bibliographic information only.
Univentio utilizes OCR (optical character recognition) technology to
scan and digitize printed German records.

USA - USPTO Commissioner for Patents
Announces Retirement
The USPTO has just announced that
Nicholas P. Godici, Commissioner for Patents, will be retiring from
the USPTO and will not be seeking reappointment to the Commissioner
for Patents position. His term expires on March 29, 2005.
“It's been an honor to serve the USPTO and the
patent community as Commissioner. I want to thank my colleagues in the
office, especially members of the executive team, for their support
and contributions during my term,” said Godici.

Questel-Orbit - New Version of Trademark Explorer Available
The new version of Trademark Explorer
enables a more convenient and user-friendly web interface on Trademark
search. Improvements specifically concern the navigation in the
display and the documents selection and exporting.
Enhancements of the Navigation in the Display
- Documents are now displayed using the navigation arrows to go
to the previous or next documents.
- While displaying document, the “Result” tab remains available to go
back to the Result Page containing the results table and the display
options.
Enhancements of the Document Selection
- The new “Select all” and “Unselect all” links enable the user
to select viewed documents and to display them in full format.
- Full format displays concern every selection from multiple databases
and multiple pages.
Enhancements of the Document Exporting
- 5 formats are now available: TXT, PDF, RTF, XLS and XML.
- The presentation of RTF exported documents has been significantly
improved.
- In French documents, the new “Trademark Table” template enables the
user to export Trademark Name, Registration Number, and International
Classes in a three column table.

- New Deputy Patent Commissioners Announced
Jon Dudas, Under Secretary of
Commerce for Intellectual Property and Director of the United States
Patent and Trademark Office, announced three new Deputy Commissioners
for Patents, effective January 21, 2005. They are:
Joseph
Rolla, currently a director in Technology Center 2600
(telecommunications), has been named Deputy Commissioner for Patent
Examination Policy. In his new position, Mr. Rolla will be in charge
of patent policy operations.
Margaret “Peggy” Focarino will head USPTO's patent operations
as Deputy Commissioner for Patent Operations. She is currently a
director in Technology Center 2100 (computer architecture and
software).
John Doll, a special assistant to Under Secretary Dudas, will
be Deputy Commissioner for Patent Resources and Planning. In his new
position, he will oversee patent information-technology and processing
operations.

Jacques Michel and Mr. Wolfgang Pilch will be featured conference
speakers at the IPI-Confex 2005 conference.
This conference, geared to anyone working in the field of patent
information and searching, will take place in Benalmádena, Spain and

Dr. Michel, most recently served as Vice
President of Directorate General 1 at the European Patent Office in
The Hague. He has shaped the patent information world with his
leadership, innovation and professional integrity. He led both the
BACON project and the EPOQUE system implementation, which literally
changed the patent information world. In addition he developed and
implemented the Espacenet service system to improve the dissemination
of patent information. Jacques Michel has excelled as a policy maker,
consummate politician and diplomat. Through his personal leadership,
he has implemented a range of information products and policies that
have addressed issues such as tri-lateral agreements, data conversion,
quality, fulltext, and more liberal approaches to the dissemination of
patent information. His presentation is sure to be informative,
enlightening and enjoyable.
Mr. Wolfgang Pilch is currently a Principal Director at the EPO. He is
also the former Technical Director of INPADOC and the person most
closely attributed with founding and developing the INPADOC patent
family database. Mr. Pilch's early recognition of the importance of
global patent information and the efforts he made to collect source
data from the patent offices of the world and coordinate it into a
patent family system have been of great benefit to patent information
users around the world for decades. The INPADOC database remains a
valuable tool and has served as the foundation for new databases. Mr.
Pilch also previously worked for the Austrian Patent Office where he
focused on special projects. His presentation will undoubtedly be
educational, entertaining and illuminating.

Australia - Invitation for Submissions on the Recommendations in the
ACIP Report - Review of Trade Mark Enforcement
IP
Australia have posted this following request for submissions:
In late 1999 the Hon Warren Entsch MP, Parliamentary Secretary to the
Minister for Industry, Tourism and Resources, asked ACIP to inquire
into and report on issues relating to the enforcement of trade marks
in Australia. In particular, the Parliamentary Secretary noted that
Small to Medium Enterprises appeared to experience difficulties when
seeking to enforce trade mark rights, suggesting that small business
enterprises may be disadvantaged by the current system, when compared
to larger business enterprises.
During this inquiry ACIP released a number of papers and held a series
of focus groups. This culminated in May 2004 with the Parliamentary
Secretary releasing the final report entitled "Review of.Trade Mark

The Australian Government is currently considering its response to the
recommendations in the ACIP report. To assist in the preparation of
its response, the Government is seeking comments on these
recommendations from interest groups, people who made submissions to
ACIP or attended focus groups run by ACIP, and members of the public.
If you wish to provide written comments on these recommendations, they
will need to be received by 18 February 2005. Submissions may be sent
