  • Korea - Korean Patent Abstracts Now Available on STN
    It is great to see STN expanding coverage of Asian patents with the addition of the Korean Patent Abstracts database (KOREAPAT) to the STN line up. KOREAPAT is produced by the Korean Institute of Patent Information (KIPI) on behalf of the Korean Intellectual Property Office (KIPO) and provides English language access to Korean patent information. KOREPAT covers Unexamined Patent Applications (A-documents) from 2000 onwards and Examined/Granted Patents (B1-documents) from 1979 to 2002. KOREAPAT records include inventor and patent assignee data, publication information, International Patent Classification (IPC) codes, a representative drawing image, and a title and abstract provided by KIPO. KOREAPAT contains 486,000 records (Oct 2004), and is updated four to five times a year. Automatic current awareness searches (SDIs) are therefore not available in the file.

  • GetIPDL - New Version 2.14.3 Now Available
    getipdl-1.jpg (12607 bytes)GetIPDL have released another update to their Patent Downloading software.   Version 2.14.3 is a Shareware program, however there is a freeware versions with certain limitations.    These limiations are removed when you register the product.  The cost is US$89.00 to get the registered version.

    "GetIPDL downloads patent documents from JPO, USPTO, esp@cenet, DEPATISnet and other free patent document delivery sites. It can download texts and images. You can automatically get documents from the national IP servers in AU, CA, CN, DE, EP, HU, JP, TH, US, WO from the official IP servers. Of course, it works to get the other region's documents. And more, so GetIPDL supports automatic computer translation site of Patent & Utility Model Gazette DB in JPO, you can read recent Japanese patent documents in English from GetIPDL."

  • PIUG - 2004 Annual Conference Video/DVD Now Available
    The Patent Information Users Group (PIUG) held their Annual Conference eariler this year. There were many excellent presentations by the leaders in the intellectual property searching field at that conference and now PIUG have made those presentations available to purchase.

  • New Zealand - IPONZ Closed Today for Labour Day
    IPONZ will be closed on Monday 25 October for Labour Day. Documents may still be filed at IPONZ using the late filing box located at 330 High Street Lower Hutt. Any documents that are received on 25 October 2004 will be dated 26 October 2004. Trade Mark applications and renewals that are made online on Monday 25 October will also receive a filing date of 26 October.

  • Hong Kong - Trade Marks Symposium
    Mainland, Hong Kong SAR and Macao SAR Intellectual Property Symposium 2004 will be held at the Macau Tower Convention and Entertainment Centre from 28 – 29 October, 2004. The Hong Kong Intellectual Property Department is organising the Symposium in collaboration with the State Intellectual Property Office and the Macao SAR Economic Services. The Symposium will be held at the Macau Tower Convention and Entertainment Centre (澳門旅遊塔會展娛樂中心) in Macau on 28 and 29 October, 2004.     The EPO (EPIDOS) has announced that further interactive, free-of-charge virtual classroom sessions are scheduled for November and December this year.

  • New Beta Patent PDF Viewer - ASITRI
    There is a new patent website which allows you to view the full PDF of US patent specifications. The site is called ASITRI and it also provides lists of abstracts of cited prior art. The site has a simple, uncluttered look and provides speedy feedback. It think this site is well worth having a look at, and you can find out more here.

  • Australia - PatSearch Problems - Part 722
    Kathy Kemp from Davies Collison Cave has prepared a table detailing the IP Australia PatSearch problems and comparing them with the original Mainframe system (PatAdmin) and also comparing them to what is available in the Official Journal.

    "Just thought you may be interested in the attached document, I made a copy of the document given to me by IP Australia , put it next to it but filled in put in Blue the fields that the Mainframe Status Reports show information , I then put a third column showing What is published in the journal and the information given".   • WIPO - Assemblies of the World Intellectual Property Organization (WIPO)
    The meetings of the Assemblies of the World Intellectual Property Organization (WIPO), which bring together WIPO’s 181 member states is currently being held in Geneva (September 27 to October 5, 2004). The aim of the meeting is "to take stock of progress in the Organization’s work and discuss future policy directions".

  • Special Report - IP Australia - Holes in the Database Finally Revealed
    Further to my item on IP Australia's Patent database last Friday, I can now report more details regarding the major holes in the official Australian Patent database. I am quite sure that if determined people like Kathy Kemp (Davies Collison Cave) did not push this issue so hard with IP Australia we would never see details of the holes in the Australian patent database published on the IP Australia website. But the list is now available. (how many years late???).

    This situation has long passed the "teething" problems one gets with a new system.  It is now a question of whether management at IP Australia really have a commitment (or ability) to deliver a functional system. 

    Not all fields listed in the PatSearch database are being populated with data from the other IP Australia systems. This essentially means that when you get a status report from PAMS/PatSearch it is full of holes! Here is the list of "unpopulated" fields. It may be downloaded in PDF format here. Be warned...the list is 4 pages long!!!!

  • Questel•Orbit Releases PatReader
    Questel•Orbit and Lingway (provider of high level linguistic technologies) have announced the release of PatReader. This new product is the first commercial project launched under the new joint venture announced earlier this month by Questel•Orbit and Lingway, and joins PatentExaminer as one of the new range of productivity tools released by Questel•Orbit this year.

    PatReader uses Lingway’s linguistic technology together with Questel•Orbit’s full-text databases to create a new visualization tool for quick and accurate scanning of full-text patents. It creates easy-to-read reports using the latest linguistic technology to extract and synthesize all relevant information, and lays out the document in a convenient two-column format with elements on the left linked to the full-text on the right. Vital information, such as the major advantages of an invention, drawbacks of former patents, cited individuals or corporate organizations as well as independent claims, are highlighted for easy scanning. PatReader is available for English-only full-text patents on Questel•Orbit’s US, European, and PCT patent databases, and will be extended to French and German language in 2005.

  • USPTO - Public Search Room Moving to Alexandria - Opens Monday
    The USPTO have today report that the final phase of their move to the new HQ in Alexandria, Virginia begins this weekend with the relocation of the public search room.

    "The public search facilities and the trademark search library will open on Monday. The new public search facility will occupy the first two floors of the Madison East Building. It will consolidate current patent and trademark information sources and staff and focus on electronic delivery of information. The state-of-the-art facility will offer 300 computer workstations providing access to the full complement of USPTO patent and trademark automated search systems, in addition to other electronic, microfilm and print resources. The public search room will be open daily from 8 am to 8 pm".

  • Brazil - New Patent Database Interface
    Portuguese is not one of my strong points...ok...I don't speak a word of it, however I have discovered today with the assistance of the Google Translation engine that the Brazilian Patent database has a new (and better!) interface for their Patent database. They have taken precautions which prevent people presumably bulk downloading the data (you need to copy text into a field in order to access the database).

  • Australia - Problems Continue for Patent Database - No End in Sight
    Recently we gave a bouquet to IP Australia (the Australian Patent Office) for their efforts in relation to the Trade Mark database, ATMOSS. Credit where credit is due!

    Alas, the same can not be said for the shocking state of the Patent database known as NPS or PAMS. The system introduced to replace the PatAdmin database has been a disaster. I think I am not alone in that assessment of the situation. PatAdmin was a
    solid, reliable, functional and accurate system. One to be proud of!. The replacement database "PAMS" could not have any of those four words used to describe it.

    Years on since its introduction we still have
    major problems with missing information in relation to Oppositions, Section 223 Extensions of Time, Section 104 Amendments, Historical information. Any one monitoring a patent application using PAMS is potentially missing vital information.

    What is going on with IP Australia? The frustration in the IP Information Industry in Australia is growing and quite frankly there seems little light on the horizon. We need some real action soon to fix these problems and make the Australian patent database something to actually be proud about.

  • Iceland - Information regarding the Iceland's accession to EPC
    The Iceland patent Office has published information regarding Icelands entry into the EPC.

    The EPC will enter into force for Iceland on 1 November 2004. The European Patent Organisation will thus comprise the following 29 member states as from 1 November 2004: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Monaco, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom.

  • US - USPTO - Trademark Manual of Acceptable Identification of Goods and Services Updated
    News from the USPTO "Earlier this year, the United States Patent and Trademark Office (USPTO), the European Office for the Harmonization in the Internal Market and the Japan Patent Office agreed on a list of identifications and classifications for goods and services that will be accepted in trademark applications filed in the three offices. The initial list of over 7,000 entries has been incorporated into the Acceptable Identification of Goods and Services Manual and is available on the USPTO Website here. To bring up a list of only the trilateral entries, just enter a T(TL) in the search field".

  • Indonesia - Patent Database Now Available
    Whilst the database is only in Indonesian I am not able to give you a full review at this stage, however it is great to see Indonesia getting its Patent Database up and running. From what I can tell it provides bibliographic data including abstracts. I am unsure on coverage.

  • Genetic Patent Database Update
    Richard Rouse is a Patent Agent with PatentInformatics, Inc and has just announced that the genetic patent database - PatGen has been updated and now includes a little over 10% more patents. This is an excellent service (free) and well worth a look.


    Also have a look at his excellent tool called PatClaims which provides a search tool that queries a dictionary of descriptive words used for claims drafting. Another excellent initiative!

  • US - Lost Patents Found!
    Congratulations go to Nashua, N.H. attorneys Scott Asmus and Andrew Cernota for finding 14 original 18th and 19th century US patents that have been missing since the notorious patent office fire of 1836. These patents will now be added to the USPTO’s public database of nearly 7 million patents. Fire destroyed the Patent Office in 1836 and records of 10,000 patents, including the 14 found at the Dartmouth College Library by Asmus and Cernota, were lost.   • Australia - ATMOSS Trade Mark Database Improvements
    One of the services that IP Australia does very well is the ATMOSS trade mark database. IP Australia has just announced a series of improvements and enhancements to the ATMOSS database which were implemented over the weekend (on 4 September 2004).

    The three new improvements are:

    - Search for Image Descriptors - You can search the standard list of terms used to index trade marks containing pictures, logos etc. You can then use these terms to help you search in ATMOSS for trade marks similar to yours.
    - Search for Australian Surnames - This is a tool used to assess how common a surname is in Australia. Trade Marks that consist of common surnames may be difficult to register.
    - Search for International Nonproprietary Names for Pharmaceutical Substances - This is a search of the database of International Nonproprietary Names (INN). These are generic names identifying pharmaceutical substances or active pharmaceutical ingredients identified by the World Health Organisation and not available for registration for pharmaceutical goods.

  • US - USPTO - Copies of Patent Application Records will be Provided in both Electronic and Paper Form
    The USPTO has just announced that they will be reinstating the policy of supplying certified copies of priority documents in paper form. No doubt this is in direct response to the problems that the "electronic" only version of documents has caused around the world. I know it has given us at IP Organisers a huge headache! No doubt the USPTO's e-future will come to pass in this area although we may have to wait until there is more consensus and consultation with other Patent Offices around the world.

    "The Official Gazette notice, published on August 24, 2004 entitled “All Electronic Copies of Patent Application Records Will Now Be Provided as Certified Copies in Electronic Form” (1285 Off. Gaz. Pat. Off, August 24, 2004) is hereby rescinded. The USPTO is reinstating, until further notice, the procedures in effect prior to July 30, 2004 for providing certified copies of patent application records with paper certification statements. The USPTO will also offer electronic certified copies of patent application records at the requester’s option".

  • Taiwan - Quarterly Report on Taiwan's Intellectual Property Rights Protection
    The Taiwan Intellectual Property Office has just released the latest quarterly report (April-June 2004) covering aspect of intellectual property protection in Taiwan. Here are a couple of selected quotes from the report.

    "In conjunction with its accession to the WTO, Taiwan has undertaken actions and measures on hammering out an adequate and effective IP environment. In order to strengthen international IP cooperation, a working relationship to promote reciprocal IP protection and utilization of industrial property is necessary. In this quarter, two IP cooperation agreements on industrial property rights were revised".

    "A report released in May 2004 by the U.S. Homeland Security shows that the value of IPR seizures in the first half of FY2004 from Taiwan came to US$60,000, a substantial drop compared with the same period in 2003 of US$322,386. This improvement indicates that border control mechanisms are being effectively executed in Taiwan".

  • European Patent Office Accepts Electronic Filing of US Priority Documents
    The EPO has announced that they will accept the electronic documents digitally signed by the USPTO as priority documents.

    Background. From 30 July 2004 the United States Patent and Trademark Office (USPTO) stopped the provision of certified copies of US patent applications as filed in paper form. These documents will be provided only as electronic files, with an imaged certification statement included as part of a digitally signed PDF (portable document format) file containing TIFF (tag image file format) images of the documents pages. These electronic files may be downloaded by applicants from the USPTO website or are provided by the USPTO on CD. The electronic files are digitally signed by the USPTO for authenticity and integrity, and cannot be modified without detection.
